Hundred Kingdoms: Militia Bowmen

Centuries ago, the Emperor, supported by the Orders, reached an agreement with the major noble houses at the Council of Lient. In exchange for a significant reduction in their scutage costs, money paid in lieu of feudal service, they agreed to allow the Orders to help them train and equip their militias. Since that memorable day, the Order of the Sealed Temple has hired countless veterans to help train local militias across the kingdoms, dispersing these potentially volatile men while putting their experience to good use. Combined with the prodigious sums spent by the Order to arm and equip these militias, and the tireless efforts of the Servites to ensure that these weapons and armour are properly distributed, almost every town and village has a well-armed and equipped militia.

The Militia Law was one of the most stabilising and far-reaching reforms ever implemented in the Hundred Kingdoms, limiting the power of the noble lords while helping the population to defend themselves against external threats.
