The city of Augusta, Maine, was once a quiet and unremarkable place, defined by a low crime rate and a slow, methodical police department. Murders, assaults, rapes, and muggings escalated rapidly, surpassing the total recorded over the previous three years within just a few weeks. Despite his experience in Chicago, Lieutenant Jim Dugan and his team quickly found themselves overwhelmed.

Witness accounts described the attackers inconsistently—sometimes as hulking inhuman brutes, other times as figures that simply vanished after striking. Even with the assistance of trained police dogs Storm and Shadow, no usable trail could be followed. The investigation eventually led Dugan’s team to abandoned warehouses along the Kennebec River, where the perpetrators—known as the Sons of Belial—were discovered performing a grotesque occult ritual.
This set presents a narrative-rich faction where procedural policing collides with supernatural transformation. Following the fatal raid on the hideout, the entire unit was killed, yet exposure to the bat-like god Belial left them irrevocably changed. Reborn as shifting hybrid forms between human officers and winged entities, Dugan’s team gained unnatural abilities while continuing their duty to uphold order. Jim Dugan, Florence Delaney, Oliver Driver, and their colleagues thus become unwilling instruments of a greater design, where justice and brutality blur within the Shadow War.
